Perimeter vs. Area

Derek just got a new puppy and wants to make sure his puppy has plenty of room to play outside. However, Derek's yard is not fenced in so he can't let his puppy outside until he builds a fence. When building a fence for his puppy should Derek use the perimeter or the area to find out the amount of fencing he needs?
