Meaning of Congruence in Geometry

Jen's little nephew is cutting out some shapes with paper and a pair of safety scissors. Out of the pile he made, Jen picks out two beautifully cut squares. After complimenting her little nephew, Jen observes the squares. She notices one side of the first square is the same length of one side of the second square. $\\$ Can Jen say these squares are congruent?
