Statistical Surveys: Bias in a Sample

The following question was posted on a human rights website. $\\$ “If you saw someone shoplifting, what would you do?” $$\begin{align} 1.& \text{ Run away and ignore the problem} \\ 2.& \text{ Be a good witness and tell the cops what happened}\\ 3.& \text{ Confront the shoplifter} \\ \end{align}$$ Is this sampling method biased?
