To construct an angle bisector in general, not just an angle bisector, first consider ray LI→\overrightarrow{LI} and ray MI→\overrightarrow{MI}, intersecting at II. Using a compass, we draw a circle centered at point II with any radius you want which intersects LI→\overrightarrow{LI} and MI→\overrightarrow{MI} at XX and YY, respectively (this is so that IX=IYIX=IY). Now we draw two circles centered at XX and YY respectively such that the two circles have the same radius, and the two circles intersect at ZZ. IZ‾\overline{IZ} is the angle bisector of ∠LIM\angle LIM.

Basically, construct points XX and YY on LI→\overrightarrow{LI} and MI→\overrightarrow{MI} such that IX=IYIX=IY, then construct another point ZZ such that XZ=YZXZ=YZ.

Why does this construction work? Symmetry!
